Dr Elisabeth Hubert is volunteer chair of FNEHAD - French National Federation of Home Hospitalisation Establishments - since April 2006 and of the association HAD de Nantes, an association managing home hospital care, since 2005. A General Practitioner, Elisabeth Hubert was a member of the Nantes City Council from 1983 to 2021, was Member of the French National Assembly for Loire-Atlantique from 1986 to 1995 and Minister of Health and Illness Insurance in 1995. CEO France at Fournier Laboratories from 1997 to 2004, she then created and chaired HaD FRANCE from 2006 to 2023, a home hospitalization provider. Alongside her professional activities, Elisabeth Hubert has been actively involved in national bodies of professional organizations, in the Confederation of French Medical Unions - CSMF - from 1981 to 1986 and the LEEM from 1998 to 2004. An auditor at the 56th session of the French Institute for advanced studies in national defence - IHEDN, she was a member of the French High Committee for the Evaluation of Military Condition - HCECM - from 2006 to 2014. In April 2010, Elisabeth Hubert was tasked by the President of France to enhance local medical care.

Magali Leo embodies commitment and determination in the service of patients. After nearly 10 years' experience with the Federation of Health Associations – France Assos Santé, she joined Renaloo, the voice of kidney patients, as advocacy officer from 2017 to 2023. Magali holds a Master's degree in Criminal Law and a Master's Degree in Management of Health and Social Structures, and she is also co-author of the report on improving information for users and healthcare professionals on medicines, at the request of the Minister in charge of Health, Agnès Buzyn (September 2018). She was recently asked by the French Prime Minister, Elisabeth Borne (August 2023), to put forward recommendations to the government on the financing and regulation of healthcare products. Nowadays, Magali coordinates the Collectif Action Patients, which brings together 20 patient associations committed to the quality of care for people with chronic illnesses. She is also head of MoiPatient, which supports patient-driven research programs.

Sébastien Guerard advocates cross-functional cooperation among healthcare professionals, recognition and enhancement of the specific skills of each healthcare provider, and "permeability" between city and hospital care by rethinking the approach based on prevention, to meet the challenge of an ageing population and increase the lifespan in good health of the population.

A graduate of the National French school of public health - ENSP (1982), she began her career in charge of hospital master plans at the Assistance Publique - Hôpitaux de Paris (AP-HP), then she was appointed Director of several major AP-HP establishments. In 2010, she joined the Adolphe de Rothschild Foundation Hospital as Managing Director. From 2011 to 2013, she held the position of Regional Representative for the Federation of private non-profit institutions - FEHAP Ile-de-France, then headed the "Healthcare Establishments" Unit, then the healthcare and medico-social services department of the Regional Health Agency - ARS - Ile-de-France, before being appointed General Manager of the Directorate General for Care Provision - DGOS at the French Ministry of Health in 2016. In 2017, she joined the French National Authority for Health - HAS, where she chaired the certification commission of healthcare institutions - CCES from 2017 to 2020 and the commission for assessing and improving the quality of social and medico-social establishments and services - CSMS from 2018 to 2020. In 2020, she was appointed Advisor for Health, Elderly and Disabled Persons to French President Emmanuel Macron.

Suzette Delaloge coordinates major French and European projects and initiatives aimed at cancer prevention and screening. She is the author of more than 370 international peer-reviewed publications and over 900 presentations at international conferences. Charles began his career in 1998 at Hewlett Packard. He joined the Sanofi vaccines entity in 2004, where he held various positions in supply chain, commercial operations and marketing, as well as in the general management of North Africa. In 2017, he was named head of the Africa zone and international public markets.
Charles holds a degree in program management from ISAE-SUPAERO as well as a Master's degree in Business Engineering from the École Nationale Supérieure de Commerce de Toulouse.
Charles is President of the new Initiative Pharma trade association, a professional organization dedicated to promoting innovation and the production of medicines in France. The common thread running through my professional history is the transmission of information, knowledge and contact. This thread intertwines with my personal and associative history to evolve from journalism to communication; from writing to animation. Medical care is in the midst of a revolution: organization, treatments, global consideration of the sick person and the necessary cooperation of all healthcare actors, including patient representatives. These different actors are gradually learning to talk and understand each other. They need support to move forward effectively and work together. Associations in particular need support to adapt their operating methods to these changes. The speed of change in the digital age calls for information, education and networking, especially as economic trade-offs complicate the feasibility of the measures that patients and professionals alike are waiting for. The future lies in co-construction. The role of facilitator is crucial to meeting these challenges. My personal, associative and professional experience forms a triptych at the service of this co-construction.

Franck Le Ouay is a distinguished French engineer and entrepreneur, holding a Master of Science in Mathematics and Physics from Mines ParisTech (1997–2000).
In 2001, he joined Microsoft in the United States as a Software Design Engineer, contributing to software development and honing his technical leadership and project management skills.
In 2004, Franck co-founded Criteo, a company that evolved into a global leader in retail media. Serving as Chief Scientist for over a decade, he played a pivotal role in the company's growth, leading to its IPO on the NASDAQ in 2013.
Building on this success, in 2015, Franck co-founded the startup Lifen with Alexandre Huckert, aiming to enhance the healthcare system through technology. Lifen offers AI-based solutions designed to streamline medical data flow securely, improving coordination between hospitals and community healthcare providers, to improve care and accelerate research. Today, Lifen works with nearly 1,000 hospitals and 20,000 healthcare professionals, managing 40% of all secure medical document exchanges in France.
In 2023, Lifen partnered with Gustave Roussy, Europe's leading cancer center, to launch DataLab, an AI platform for large-scale clinical data structuring. Its flagship project, LUCC (Large and Unified Cancer Cohort), uses AI to extract structured data from unstructured medical records in real time, opening new possibilities for clinical research at scale.
Franck Le Ouay is a leading voice on the role of AI and data in Europe's digital health sovereignty, and advocates for accelerating the digital transformation of the French healthcare system.

He has also published several books, including "The Quality Imperative," with John Kimberly, ed. Imperial College Press; "Patient and the System," ed. Seli Arslan, 2018. He is a member of several scientific councils, has received numerous awards, including that of public managerial action of the year (National Assembly, 2016), and was elected in 2024 as a corresponding member of the National Academy of Medicine.

He is a pharmacist by profession, and he is the founding president of «Cap Santé», a regional group that brings together 16 private health facilities. The FHP represents more than 1000 private clinics and hospitals in France, which provide care for 9 million patients annually. Samir Henni is a Professor of Medicine and Senior Hospital Consultant (Professor of Medicine–Hospital Practitioner) currently serving as Chief Executive Officer of the Strasbourg University Hospitals (Hôpitaux Universitaires de Strasbourg), one of France’s leading academic medical centers.
He holds both a Medical Doctorate (MD) and a PhD in Science, is accredited to supervise doctoral research (Habilitation à Diriger des Recherches), and successfully passed the French national competitive examination for Professorship in Medicine. He further enhanced his expertise through executive education in public management and organizational governance at the French School of Public Health (EHESP), the National Institute of Public Service (INSP), and Audencia Business School.
Throughout his career, he has combined clinical practice, academic leadership, research, and healthcare management. He notably led a major academic hospital division at Angers University Hospital, overseeing several highly specialized medical and surgical departments while holding responsibilities as both department head and university leader.
Over the years, he has held a number of strategic positions within the French healthcare system, particularly in clinical research development, hospital governance, and organizational transformation. He currently chairs the National Commission for Exceptional Health Situations within the French Conference of University Hospitals and leads the Strategic Committee of the Basse-Alsace Sud-Moselle Hospital Network. He has also undertaken national assignments supporting healthcare organizations and serving in interim executive leadership roles.
Author of more than one hundred international scientific publications and recipient of several competitive research grants, his academic work has focused on vascular physiology, clinical research, and healthcare performance evaluation.
His areas of expertise include health crisis management, healthcare system resilience, territorial healthcare cooperation, academic medical center governance, and the adaptation of health systems to emerging risks. Through his national and regional responsibilities, he actively contributes to strategic discussions on preparedness, coordination, and the transformation of healthcare delivery in response to contemporary challenges in health security and continuity of public healthcare services.

Daniel Lasserson is Professor of Acute Ambulatory Care at Warwick Medical School, Clinical Lead for the Institute of Translational Medicine at Warwick and works clinically in the Department of Acute Medicine, University Hospitals Coventry and Warwickshire (UHCW) across the Acute Medical Unit and the Hospital at Home service. He is the Past President of the UK Hospital at Home Society and prior to his move to UHCW led the Acute Hospital at Home team at Oxford. His research is focussed on models of acute care and point of care diagnostics, particularly POCUS. He is the lead for Hospital at Home research in the NIHR Oxford Biomedical Research Centre (BRC) and co-theme lead for Care in the Home and Care Homes in the NIHR Community Healthcare HealthTech Research Centre (HRC). He previously led the national Society for Acute Medicine Benchmarking Audit (SAMBA) which analyses patterns of, and outcomes from, acute medical care delivery and he is one of NHS England’s Clinical Leads for Hospital at Home within the 'Getting it Right First Time' (GIRFT) programme. He sits on the editorial boards of the Acute Medicine Journal, Clinical Medicine and the Journal of Advanced Home Medicine.

Dominique Pon is an engineer with a degree in computer science from Télécom Sud Paris. He dedicated the first part of his career to the industry (1992 to 2001), starting out as an engineer at TEAM (on-board systems for aeronautics), before joining Schlumberger in 1994 as Technical Director, where he developed X-ray baggage screening algorithms for airport security. In 1998, he joined Vinci Energie as General Manager, where he developed computerized management solutions for telecom, electricity and gas infrastructures. In 2001, he joined the Clinique Pasteur in Toulouse as CIO, then CTO, before his appointment as General Manager in 2011. He also founded Clinavenir (2012) and chaired SantéCité (2016-2018), cooperative alliances of independent French clinics. Dominique Pon is behind the creation of an incubator (Hi-Lab) and, on the entrepreneurial side, several start-ups including CP-SYS, MH-COMM, Medinbox and Yooli. From 2019 to 2022, he served as Ministerial Delegate for Digital Transformation in Health. Dominique Pon joined the Executive Committee of Docaposte in January 2023 with the mission of contributing to the development strategy of La Poste Group's subsidiary in digital trust services. On a personal note, he is the founder and manager of the association EternesiA, which advocates for the inclusion of the digital memory of all human beings in the intangible heritage of humanity.

Agnès Firmin Le Bodo, born November 20, 1968 in Le Havre (Seine-Maritime), is a French politician and pharmacist by profession.
Elected in 2017, she served for 5 years on the National Assembly’s Social Affairs Committee. She was appointed chair of the special committee tasked with examining the bioethics bill.
After joining Horizons in 2021, the political party founded by former Prime Minister Édouard Philippe, she was appointed its spokesperson in December of that same year.
She announced she would run for a second term as a deputy, and was re-elected on June 19, 2022. She sits within the Horizons group and became chair of the National Assembly’s Cultural and Education Affairs Committee.
On July 4, 2022, she was appointed by Prime Minister Élisabeth Borne as Deputy Minister for Territorial Organization and Health Professions, under François Braun, Minister of Health and Prevention, then in December 2023 became Minister of Health and Prevention.
In the course of her duties, she worked on issues such as the debate over end-of-life policy in France, environmental health, the health of healthcare professionals, violence against caregivers, and access to healthcare in France.
On February 12, 2024, she returned to the National Assembly as Deputy for Seine-Maritime.
Re-elected in July 2024, she is Vice President of the Law Committee.

Dr Elisabeth Hubert is volunteer chair of FNEHAD - French National Federation of Home Hospitalisation Establishments - since April 2006 and of the association HAD de Nantes, an association managing home hospital care, since 2005. A General Practitioner, Elisabeth Hubert was a member of the Nantes City Council from 1983 to 2021, was Member of the French National Assembly for Loire-Atlantique from 1986 to 1995 and Minister of Health and Illness Insurance in 1995. CEO France at Fournier Laboratories from 1997 to 2004, she then created and chaired HaD FRANCE from 2006 to 2023, a home hospitalization provider. Alongside her professional activities, Elisabeth Hubert has been actively involved in national bodies of professional organizations, in the Confederation of French Medical Unions - CSMF - from 1981 to 1986 and the LEEM from 1998 to 2004. An auditor at the 56th session of the French Institute for advanced studies in national defence - IHEDN, she was a member of the French High Committee for the Evaluation of Military Condition - HCECM - from 2006 to 2014. In April 2010, Elisabeth Hubert was tasked by the President of France to enhance local medical care.

Virginie Beaumeunier has been Chair of the Economic Committee for Health Products since 3 February 2025. She has been Inspector-General of Finance since January 2023.
A graduate of the Paris Institute of Political Studies in 1989, and holder of a Master’s degree in public law from the University of Paris II, Virginie Beaumeunier is an alumna of the École Nationale d’Administration (ENA), ‘Léon Gambetta’ cohort (1991–1993). She began her career in 1993 at the Directorate-General for Competition, Consumer Affairs and Fraud Control (DGCCRF). She notably served as a technical adviser in the office of the Minister for the Economy, Finance and Industry (2000–2002)
In 2009, she was appointed General Rapporteur of the Competition Authority, a post she held until 2017. She then headed the Strategy, Steering and Budget Department at the Directorate-General for Public Finances (2017–2018). In January 2018, she was appointed Director-General of the DGCCRF, a role she held until 2023.

With more than 30 years of international experience in the pharmaceutical industry, Jean-François Brochard has been General Manager of Roche Pharma France since May 2018. He is also actively involved in Roche’s global leadership team for the Pharma Division outside the United States and Japan (the International Network Enabling Team) and serves as President of Leem, having been elected to this position on June 9, 2026.
Before joining Roche, Jean-François Brochard built a strong career spanning nearly two decades at GSK. He held a wide range of senior leadership positions, including Commercial Director and Business Unit Director (France, Italy, and Global), as well as General Manager in Belgium and France.
His early career was marked by a strong international dimension within mid-sized pharmaceutical companies. He notably held marketing roles in Mexico, followed by a Business Development position in the United States, led Market Insights activities in France, and later served as General Manager in the Philippines.
A committed stakeholder in the healthcare ecosystem, he has placed his expertise at the service of the collective by serving on the Board of Leem (Les Entreprises du Médicament) since 2019, before being elected its President on 9 June 2026. As Chair of the Financing and Regulation Committee (CFR), he notably led strategic initiatives aimed at advancing the healthcare system and shaping the regulatory framework governing the pharmaceutical sector.

On graduating from the CFJ, he helped set up a French-language journalism training program at Lomonosov University in Moscow as a national service volunteer (VSN). Caroline Hernu has been the Chief Executive Officer (CEO) of Macopharma since September 2021, a family-owned company based in Tourcoing and a European leader in blood transfusion solutions. She joined Macopharma in 2010, held various roles there, including Head of Human Resources, Business Unit Director, Sales Director in Brazil and Head of Corporate Strategy before taking over the company’s leadership. Under her direction, the company has invested in production automation and robotisarion, notably through a €5 million project aimed at doubling its manufacturing capacity for transfusion filters. Macopharma produces around 20 million transfusion kits per year and employs more than 2,100 people in more than 15 countries, a scope she manages with a strong focus on innovation and industrial sovereignty. Caroline Hernu also serves on the Board of Directors of SNITEM, where she contributes to the strategic priorities of the medical device sector. An engineer by training (Master of engineering in the agri-food industry), she also graduated from INSEAD and London Business School in finance. Her career is defined by a consistent focus on placing people, innovation, and social, societal and environmental impact at the heart of her managerial decisions.
