Director-General of Leem since November 2008, Philippe Lamoureux is a former student of ENA (class of 1989) and holds a master’s degree in economics and a master’s degree in private law (Paris I).
He started his career as a General Inspector of Social Affairs. In 1992, he became a Technical Advisor in the cabinet of Bernard Kouchner, who was the Minister of Health and Humanitarian Action at the time. From 1993 to 1997, Philippe Lamoureux was a Project Officer and then became a Director under the General Director of the French Drug Agency. In 1997, he became the Secretary-General of the same agency before joining the cabinet of Martine Aubry, Minister of Employment and Social Solidarity from 1998 to 2001, as a Technical Advisor.
The Assistant Director of the cabinet of Bernard Kouchner, the Deputy Minister of Health, from 2001 to 2002, Philippe Lamoureux was then entrusted with the General Directorate of the Institut national de prévention et d’éducation pour la santé (INPES). He left this position six years later to join Leem. In June 2012, he was appointed Vice President of the Executive Committee of EFPIA. In May 2017, he was appointed Vice President of IFPMA.
A member of the pedagogical team for the "healthcare management and policy" program at Sciences Po Paris.
