François-Emmanuel Blanc is General Manager of the Central Agricultural Social Insurance Agency (CCMSA) since 2018.
He holds a master’s degree in public law and graduated from the National School for Social Security (EN3S)
He is the Vice-president of the jury for entrance examination to EN3S, former Lecturer at Science-Po Paris from 2014 to 2015, and former Lecturer at the Political Science institute of Aix-en-Provence (IEP Aix-en-Provence) from 2007 to 2009.
From 2015 to 2018 François-Emmanuel Blanc was General Manager of Groupe AHNAC, a hospital group in Northern France. He was General Manager of the Regional Health Agency (ARS) of the Bouches-du-Rhône from 2006 to 2009 and of the Puy-de-Dôme from 2000 to 2006. Previously, he was Director of internal management to the Local sickness insurance fund (CPAM) of Seine-Saint-Denis from 1994 to 2000, Production Manager to the CPAM of Loiret from 1992 to 1994, Director of the administration to the Centre Regional health insurance fund (CRAM) from 1986 to 1992 and Executive Assistant to the Social Security and Family Allowance Contribution Collection Offices of Loiret (URSSAF) in 1986.
