Samir HENNI

Samir Henni is a Professor of Medicine and Senior Hospital Consultant (Professor of Medicine–Hospital Practitioner) currently serving as Chief Executive Officer of the Strasbourg University Hospitals (Hôpitaux Universitaires de Strasbourg), one of France’s leading academic medical centers.



He holds both a Medical Doctorate (MD) and a PhD in Science, is accredited to supervise doctoral research (Habilitation à Diriger des Recherches), and successfully passed the French national competitive examination for Professorship in Medicine. He further enhanced his expertise through executive education in public management and organizational governance at the French School of Public Health (EHESP), the National Institute of Public Service (INSP), and Audencia Business School.



Throughout his career, he has combined clinical practice, academic leadership, research, and healthcare management. He notably led a major academic hospital division at Angers University Hospital, overseeing several highly specialized medical and surgical departments while holding responsibilities as both department head and university leader.

Over the years, he has held a number of strategic positions within the French healthcare system, particularly in clinical research development, hospital governance, and organizational transformation. He currently chairs the National Commission for Exceptional Health Situations within the French Conference of University Hospitals and leads the Strategic Committee of the Basse-Alsace Sud-Moselle Hospital Network. He has also undertaken national assignments supporting healthcare organizations and serving in interim executive leadership roles.

Author of more than one hundred international scientific publications and recipient of several competitive research grants, his academic work has focused on vascular physiology, clinical research, and healthcare performance evaluation.

His areas of expertise include health crisis management, healthcare system resilience, territorial healthcare cooperation, academic medical center governance, and the adaptation of health systems to emerging risks. Through his national and regional responsibilities, he actively contributes to strategic discussions on preparedness, coordination, and the transformation of healthcare delivery in response to contemporary challenges in health security and continuity of public healthcare services.
