Franck LE OUAY

Franck Le Ouay is a distinguished French engineer and entrepreneur, holding a Master of Science in Mathematics and Physics from Mines ParisTech (1997–2000).



In 2001, he joined Microsoft in the United States as a Software Design Engineer, contributing to software development and honing his technical leadership and project management skills. ​



In 2004, Franck co-founded Criteo, a company that evolved into a global leader in retail media. Serving as Chief Scientist for over a decade, he played a pivotal role in the company's growth, leading to its IPO on the NASDAQ in 2013. ​



Building on this success, in 2015, Franck co-founded the startup Lifen with Alexandre Huckert, aiming to enhance the healthcare system through technology. Lifen offers AI-based solutions designed to streamline medical data flow securely, improving coordination between hospitals and community healthcare providers, to improve care and accelerate research. Today, Lifen works with nearly 1,000 hospitals and 20,000 healthcare professionals, managing 40% of all secure medical document exchanges in France.



In 2023, Lifen partnered with Gustave Roussy, Europe's leading cancer center, to launch DataLab, an AI platform for large-scale clinical data structuring. Its flagship project, LUCC (Large and Unified Cancer Cohort), uses AI to extract structured data from unstructured medical records in real time, opening new possibilities for clinical research at scale.



Franck Le Ouay is a leading voice on the role of AI and data in Europe's digital health sovereignty, and advocates for accelerating the digital transformation of the French healthcare system.
