After four years at the Inspectorate for Social Affairs from 2008 to 2012, where he carried out several missions mainly in the area of social security and social assistance, Yann-Gaël Amghar joined the office of the Minister of State for the Budget in May 2012, where he handled pensions, revenue, and social security balance. In January 2014, he was named to the office of Marisol Touraine, Minister of Social Affairs and Health, first as an advisor and then as deputy director, responsible for social policy and financial issues. During these years, he contributed to the return to balance in social security accounts (“Plan Ondam”) as well as several reforms: reform of liable contracts and supplementary health insurance assistance, universalization of supplementary health insurance, activity bonus, implementation of universal health coverage, reform of screening centers, etc. In January 2017, he took over as head of the Family Allowance Contribution Collection Offices – Urssaf – network, where he remained for seven years. He will be in charge of major reforms (pay-as-you-earn taxation, abolition of the social security scheme for selfemployed workers – RSI, room for error, etc.) and of health crisis management (implementation of economic support measures, exceptional social debt financing plan). From January to September 2024, he served as social advisor and head of the social affairs division of the Prime Minister's office. In September 2024, he returned to the General Inspectorate for Social Affairs. Since March 2025, he has been President of the High Council for the Future of Health Insurance – HCAAM.
