    Philippe Mouiller entered politics first as Mayor of Moncoutant in the Deux-Sèvres department, then as Regional Councillor for the Poitou-Charentes region. He was elected to the French Senate in September 2014.
    He has been a member of the Senate's Social Affairs Committee since the start of his term, with a particular focus on the medico-social sector. He has presented a series of reports and initiated a number of bills in this domain. In January 2023, he initiated the creation of a study group on disability. In 2025, he tabled a bill to improve access to healthcare in the French territories, which was adopted by the Senate on May 13, 2025.
    He is a member of the National Disability Consultation Council – CNCPH, and of the High Council of the financing of social protection for 3 years.
    He was appointed President of the Social Affairs Commission in 2023 and became a member of the Supervisory Board of the social security debt reimbursement fund – Cades – and of the Pensions Reserve Fund – FPR.
