Mrs. Bartoli is currently executive general director at the Haute Autorité de
Santé, France, HAS is tasked with the evaluation of health products from a
medical and economic perspective. In particular, HAS issues appraisal
recommendations that aid public authorities in reimbursement and pricing
decision-making about the national health fund.
Dr. Fabienne Bartoli, PhD, is a former researcher and associate professor in the department of health
economics at University of Paris, Dauphine. She was doing her work in the area of industrial and
research economics, focused on French pharmaceutical industry innovation dynamics (1970-2000) in
interaction with regulation health insurance system in France. She was also an economist at the
general directorate of the Treasury, at the Ministry of Finance, and after a counsellor for reform of
health insurance at Cabinet of Minister of Social protection and Health.
She was the former executive director of French Drug and Medical Devices Agency (2008-2011)
(Agence Nationale de Sécurité des Médicaments et des produits de santé, ANSM), staff: 1000
employees including more than 600 high-level scientists.
She was counsellor at the French Permanent Mission to United Nations, in charge of social affairs-health, social protection floors, employment, solidarity; Second and Third committees of the General
Assembly.
Dr. Fabienne Bartoli was also General Inspector at General inspection of Social Affairs (2006-
2008/2018-2022) were she contributes to several assessment reports on public health and social
policies.

Frédéric PICARD

Orthopaedic surgeon

Frederic Picard, MD, MSc, FRCS aka Fred Picard has been a consultant orthopaedic surgeon at the Golden Jubilee National Hospital in Glasgow since July 2005 and has been the Director of Research for over 10 years. He worked in numerous orthopaedic units in Grenoble, Lyon in France, as well as in Chicago and Pittsburgh in the United States, but also in the private sector in “Ile de France”. He was hired to fulfill three main missions: to help setting up the arthroplasty service, to introduce computer-assisted surgery in the operating room and to develop the research department.

As the second surgeon to join the facility, which now has over 17 surgeons, he has been instrumental in building what has become the largest joint replacement center in the country, performing over 4000 lower limb replacements per year, which is over a quarter of all replacements in Scotland. He contributed to the implementation of the Enhanced Rehabilitation/Rapid Recovery after Surgery program in the department which started in 2007.

In addition, he has been involved in computer assisted orthopaedic surgery (CAOS) since its inception. Dr. Picard's basic research at the University of Grenoble in the 90's served as the basis for the technical construction of the first routine navigation system “without image” for total knee arthroplasty. On January 21, 1997, he and Prof. Saragaglia performed the world's first knee arthroplasty using this technology. He has been recognized as "Lead User Developer of Radical Innovation in the Field of Medical Equipment Technology".

He is an Associate Professor in the Department of Biomedical Engineering at Strathclyde University in Glasgow. Dr. Picard has received numerous awards including the Muller Award, the highest honor in the field of computer assisted surgery, in 2009 in Boston, MA (USA) and the NHS 70 "heroes" award in Scotland for his role to the development of this unique hospital in the country.

He is a member of several national and international orthopaedic scientific societies and is a past president of CAOS UK. He has authored over 180 peer-reviewed publications, over ten book chapters, two books on computer-aided technology, filed seven patents and has been a consultant for several companies.
