Mrs. Bartoli is currently executive general director at the Haute Autorité de
Santé, France, HAS is tasked with the evaluation of health products from a
medical and economic perspective. In particular, HAS issues appraisal
recommendations that aid public authorities in reimbursement and pricing
decision-making about the national health fund.
Dr. Fabienne Bartoli, PhD, is a former researcher and associate professor in the department of health
economics at University of Paris, Dauphine. She was doing her work in the area of industrial and
research economics, focused on French pharmaceutical industry innovation dynamics (1970-2000) in
interaction with regulation health insurance system in France. She was also an economist at the
general directorate of the Treasury, at the Ministry of Finance, and after a counsellor for reform of
health insurance at Cabinet of Minister of Social protection and Health.
She was the former executive director of French Drug and Medical Devices Agency (2008-2011)
(Agence Nationale de Sécurité des Médicaments et des produits de santé, ANSM), staff: 1000
employees including more than 600 high-level scientists.
She was counsellor at the French Permanent Mission to United Nations, in charge of social affairs-health, social protection floors, employment, solidarity; Second and Third committees of the General
Assembly.
Dr. Fabienne Bartoli was also General Inspector at General inspection of Social Affairs (2006-
2008/2018-2022) were she contributes to several assessment reports on public health and social
policies.
